Wayne was the ACT’s first Minister for Health and Community Services and carried responsibility for Health for the Labor Party in Government and in Opposition until 1998.

His health related achievements include

Establishment of the Health Promotion Fund from Tobacco Taxes.
Establishment of the Smoke Free Areas Legislation.
Establishment of the Clinical Medical School.
Implementation of the new Mental Health Treatment and Care Legislation.
Establishment of the first Mental Health Advisory Council.
Establishment of the Territory’s first hospice.
Full Accreditation of the Woden Valley Hospital for the first time.
Establishment of the Health Complaints Commission.
Establishment of the Winnunga Nimmityjah Aboriginal Health Service.
