During the 1998 election campaign Wayne gave a firm commitment to fight against the sale of ACTEW. Wayne recognised that the plan to sell ACTEW was a threat to ACTEW workers. The lack of information about the plans and in the light of the Bruce Stadium fiasco and the tragic hospital implosion confirmed the need to oppose the sale plans. Wayne worked vigorously on the issue, he urged the Labor Party to campaign against the proposed sale at the ACT ALP conference. Wayne also ran a leaflet campaign in the Ginninderra electorate urging voters to make to make their views known - and they did. Wayne was relieved when the Assembly rejected the full sale of ACTEW. But it is a matter of regret that independent members eventually supported the then Liberal government move to sell 50% of the valuable community asset.
