Education remains the issue on the forefront of concern for the ACT community and the defence of the education services both public and private continues to be a high priority for Wayne. His view is opposed to the Liberals move to shift resources from the government sector to the non-government sector and is totally committed to the principal of the government education system increasingly setting the highest standard for others to emulate. He says that without continuous advancement of education standard for all, society can’t hope to advance. Wayne joined the community campaign against Liberal school closures in 1990. Wayne has been active on many issues including defending Downer Pre-School, supporting school bursars in a long running dispute with the then Liberal Government and opposing increases in bus fares. Overheating Classrooms Wayne backed the community over the then ACT Liberal Government’s failure to respond to a need for air conditioning in schools. Community outrage followed the Government’s inaction when some classroom temperatures soared to around 40 degrees and children suffered from nosebleeds and headaches. Wayne had raised the issue a year earlier in the Estimates Committee where the Minister agreed to a review. The Governments response was "open the windows" in the overheating classrooms. This resulted in outraged parents pulling their kids out of class and a walk out at Gordon Primary School. Wayne put a motion to the Assembly to provide air conditioning for the affected schools. Under pressure the then ACT Liberal Government caved in and made up to $5000 per classroom available to affected schools. School Buses Wayne was the architect of the Labor plan to redirect the $27 million dollar Liberal free school bus scheme back into schools. The socially unjust bus scheme benifited only one third of students. Labors plan was a central issue in the 2001 election and was supported by parent and teachers groups.
